サステイナブルキャンパス推進協議会(CAS-Net JAPAN)は、2014年3月26日に、大学キャンパスにおいて省エネルギー、CO2削減、環境配慮型建築、廃棄物対策などのハード面と環境教育、環境研究、地域連携、運営方法などのソフト面を同時に実施するサステイナブルキャンパスの推進による持続可能な環境配慮型社会の構築、諸外国の国際ネットワークとの連携によるグローバルパートナーシップ構築に貢献することを目的として発足しました。

CAS-Net JAPANは、これまでに9回の年次大会を開催し、サステイナブルキャンパスの評価システム(ASSC)の開発によって約100の大学に対して評価を行い、優れたサステイナブルキャンパスの取り組みへの表彰制度 (サステイナブルキャンパス賞) を創設し、建築・設備部門、大学運営・地域連携部門、学生活動部門の3部門において20近い大学の表彰を行いました。2019年6月には、日本・中国・韓国・タイの4カ国間で、アジアサステイナブルキャンパスネットワーク(ASCN)を構築し、国際連携を深めるなど、多くの実績をあげることができました。

この間、CAS-Net JAPANを取り巻く国内外の状況は大きく変わりました。2015年9月の国連持続可能な開発目標(SDGs)の採択に伴う「誰一人残さない」ため、2030年までのSDGsの達成に向けた産官学民の全てのステークホルダーによるパートナーシップが求められています。2021年7月のカーボンニュートラル達成に貢献する大学等コアリションの設立に伴い、CAS-Net JAPANもその一員となっています。2021年11月の国連気候変動枠組み条約第26回締約国会議(COP26；グラスゴー気候合意)によって、2050年のカーボンニュートラル社会に向けた戦略的取り組みが本格的に行われるようになりました。

私は、国際環境NGO代表の一人及びWHOアジア太平洋環境保健センター(WHOACE)所長としてCOP26（グラスゴー気候合意; Glasgow Climate Pact）に参加しました。グラスゴー気候合意の採択によって、世界は気候変動(Climate Change)の時代を超えて気候危機(Climate Crisis)の時代となっていることを認識することが求められました。世界の全ての国は、世界の気温上昇を産業革命前の1.5度に抑えるために、脱化石燃料のフェーズアウトを加速させる手段として再生可能エネルギーへのシフトやイノベーションによる対応が議論されました。COP26の全日程において、私の印象に強く残っているのは、グラスゴー気候合意の採択と共に、オバマ元アメリカ大統領の特別講演会において「若者よ、気候危機になんの対応を講じない政府や企業に怒りを示し、熱い情熱と冷静さを併せ持つ若者のアクションが必要な時期になったことに気づき、行動しなさい。」という力強いメッセージでありました。

2022年3月19日から、サステイナブルキャンパス推進協議会(CAS-Net JAPAN)は、一般社団法人としてさらなる発展を目指します。CAS-Net JAPANの野心的、戦略的取組を成功させる原動力は、構成員の皆様の高い意識と率先的実践活動となります。次世代の人材を育成しながら、時代を先取るサステイナブルキャンパス推進協議会(CAS-Net JAPAN)を皆様と共に成長させ、世界のトップランナーを目指してベストを尽くしますので、引き続き、ご指導とご協力をよろしくお願い申し上げます。

 On December 1^st, 2013, the Campus Sustainability Network in JAPAN (CAS-Net JAPAN) was launched as an initiative to promote sustainable development of university campuses by simultaneously implementing the hard aspects of energy conservation, CO₂ reduction, environmentally friendly construction, waste management and the soft aspects of environmental education, environmental research, regional cooperation, and management methods. It was launched with the objectives of building a sustainable and environmentally conscious society by promoting sustainable campuses and contributing to build global partnerships through collaboration with international networks in other countries.

CAS-Net JAPAN has held 9 annual conferences, evaluated about 100 universities through the development of the Assessment System for Sustainable Campus (ACCS), and established an award system (SC Award) for outstanding sustainable campus initiatives, and has awarded the following prizes: Architecture and Facilities, University Administration and Community Collaboration, and Student Activities. About 20 universities were honored in these three categories. In June 2019, the Asia Sustainable Campus Network (ASCN) was established among Japan, China, Korea, and Thailand to deepen international collaboration, and many other accomplishments have been achieved by it.

During this period, both domestic and international situations surrounding CAS-Net JAPAN have changed dramatically: after the adoption of UN Sustainable Development Goals (SDGs) for "No one will be left behind" in September 2015, all stakeholders in industry, government, academia, and the private sector are working together to achieve the SDGs by 2030. CAS-Net JAPAN is one of the members of the Coalition of Universities Contributing to Achieving Carbon Neutrality, which was established in July 2021. Strategic efforts toward a carbon neutral society in 2050 are now in full swing according to COP26 (Glasgow Climate Pact) in November 2021.

I participated in COP26 (Glasgow Climate Pact) as a representative of an international environmental NGO and the Director of the WHO Asia-Pacific Centre for Environment and Health (WHOACE). The adoption of Glasgow Climate Pact called for the world to recognize that we have stepped across the era of Climate Change and into the era of Climate Crisis. All countries of the world were asked to respond by shifting to renewable energy and innovation as the means to accelerate the phase-out of fossil fuels to limit the global temperature increase to 1.5 degrees Celsius above the pre-industrial level. In addition to the adoption of Glasgow Climate Pact, the deepest impression that COP26 left me was a special and powerful lecture delivered by the former U.S. President Barack Obama. In which he said, "Young people, show your anger at governments and corporations that are not doing anything about the climate crisis, realize that the time has come for action by young people with passion and poise, and act.”

The driving force behind the success of CAS-Net JAPAN's ambitious and strategic initiatives are the high level of awareness and initiative of its members. We look forward to your continued guidance and cooperation as we work together to grow the Council for the Campus Sustainability Network in JAPAN (CAS-Net JAPAN) into a global leader while nurturing the next generation of human resources.
